生活英语|parking space before car 有位买车

To tackle the rising menace of parking, the authorities in Beijing are going to launch parking space before car policy. It means that potential car buyers would have to rent or buy a car park space first, as a pre-condition to buy a vehicle.

为解决停车难问题，北京政府拟推有位买车，即买车者需要先买或租下停车位才能购置汽车。

汽车便捷了千家万户，但停车却成了老大难。尤其是在没配建停车位的老旧小区里。私装地锁的抢车位（occupy a parking space）大战竞相上演，带来消防、安全隐患；一到晚上，不少汽车随便停放在马路两边（idle vehicles parked on the sides of streets），紧急妨碍汽车和行人通行（hampering flow of automobile^{1 and foot traffic）。}

29日上午，北京副市长张延昆表示，北京拟在2016年力争颁布《北京机动车辆停车条例》，总体思路是有位买车、停车入位、停车付费、违停受罚，以解决城市日益突出的停车难点（the city's deteriorating^{2 parking problems）。}
