苦肉计，根据常理，人不会伤害自己，如果遭到某种伤害，肯定是某种自己没办法抗争的力量致使的。合理的利用如此的常理，自己伤害自己，以蒙骗别人，从而达到预先设计好的目的，这种做法，称为苦肉计。
